Certified Independent Medical Examinations (IME) and Evaluations According to the AMA Guides to the Evaluation of Permanent Impairment

Kenneth P. Subin, MD, MPH is a specialist in Occupational Medicine and General Preventive Medicine with advanced training in public health epidemiology and quality improvement.  Dr. Subin has been diagnosing and treating occupational illness and injury and evaluating work-related impairment and disability since 1998. 

Dr. Subin is currently the Clinical Medical Director of the Center for Occupational and Environmental Medicine (COEM) that is affiliated with the Arnot Ogden Medical Center (AOMC) located in Elmira, New York.  As the COEM clinical medical director, he provides a diverse array of occupational safety and health services to more than 110 businesses and county, state, and federal agencies in the region.

In 2006, Dr. Subin obtained advanced training in impairment analysis of work-related injury and illness.  He has extensive experience in the use of the AMA Guides to the Evaluation of Permanent Impairment and is a Senior Physician Consultant for a national organization that provides consultations for more than 500 companies including state and federal workers compensation programs and insurance companies. 

In this capacity, Dr. Subin has completed thousands of impairment analyses for varied clients throughout the United States and Canada including: 1) determination of impairment and disability and catastrophic impairment; 2) assessment of causation; 3) evaluation of medical necessity and work capacity; 4) provision of expert testimony as needed.  Dr. Subin was recently published through the American Medical Association Press regarding causation analysis for common lower extremity injuries.

Dr. Subin has received Board Certification from the American Board of Preventive Medicine with specialty certification in Occupational Medicine, as well as Public Health and General Preventive Medicine.  The NYS Workers Compensation Board has designated him as certified to provide both workers compensation clinical care and independent medical examinations (IMEs) in Occupational Medicine with a rating of CPM-OM (Certified Preventive Medicine-Occupational Medicine) and CPM-PHGPM (Certified Preventive Medicine-Public Health General Preventive Medicine).  He attended medical school at The George Washington University in Washington, D.C. followed by an internship in General Surgery also at The George Washington University.  Dr. Subin completed a General Preventive Medicine and Public Health Residency at the University of California at San Diego earning a Masters in Public Health (MPH) with a concentration in public health epidemiology at San Diego State University in San Diego, California. In June of 2006, Dr. Subin was certified as an Independent Medical Examiner by the American Board of Independent Medical Examiners (ABIME). 

In order to maintain his status as a certified independent medical examiner, he has met rigorous educational, competency, and experience criteria in the field of impairment and disability evaluation as required by ABIME.  As a result of his specialized training and years of experience, Dr. Subin is able to provide the following array of comprehensive impairment and disability evaluation services:

• Disability assessments according to State of New York Workers’ Compensation Board Medical Guidelines

• Accurate, independent impairment evaluations according to the Fourth, Fifth, and Sixth editions of the American Medical Association (AMA) Guides to the Evaluation of Permanent Impairment

• Thorough, objective medical summaries and case reports that clarify causation and apportion responsibility

• Credible, defensible testimony as a medical expert witness in a variety of legal proceedings and venues
